In 1908, in the year that Howard Stark was born, President Theodore Roosevelt held the White House Conservation Conference, which lead to the establishment of the National Conservation Commission. Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.

In 1912, at the age of merely 4 years old, Howard was alive when the RMS Titanic sank in April. The RMS Titanic was a British built and run passenger liner that was billed as "unsinkable." On its maiden voyage from Southampton England to New York City, carrying about 2,224 passengers and crew - from the wealthiest people in the world to poor emigrants from Europe, the Titanic hit an iceberg. Five of her watertight compartments failed but she was designed to survive only 4 being flooded. She began to sink. There were only enough lifeboats for about half of the passengers so over 1,000 remained behind while "women and children first" were loaded. Over 1500 died, making it the largest maritime disaster in modern history.

In 1944, at the age of 36 years old, Howard was alive when on June 22nd, the Servicemen's Readjustment Act of 1944, called the G.I. Bill, was signed into law, pushed through by the veteran's organizations. Benefits provided for veterans to return to school (high school, vocational school, or college), obtain low interest home mortgages and low interest business loans, and (if needed) one year of unemployment insurance. Since most returning vets immediately found work, less than 20% of the unemployment benefits were distributed.

In 1978, he was 70 years old when on July 25th, Louise Brown, the first "test-tube baby", was born at Oldham Hospital in London. Louise was conceived through IVF (in vitro fertilization), a controversial and experimental procedure at the time.

In 1983, in the year of Howard Stark's passing, on August 30th, the Soviet Union claimed that a South Korean Boeing 747 jetliner (Flight 007), bound for Seoul from New York City, had strayed into Soviet airspace. Saying that they believed it to be a U.S. spy plane, the passenger jet was shot down by a Soviet SU-15 fighter - after it had tracked the airliner for two hours. All 269 passengers (including a U.S. Representative from Georgia) and crew were killed.
