In 1913, in the year that Norman W Mcleod was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1925, at the age of only 12 years old, Norman was alive when gangster Al "Scarface" Capone took over the Chicago bootlegging racket at age 26. Previously right hand man to boss Johnny Torrio, Capone took over when Torrio was shot and severely injured and decided to resign. The bootlegging and brothel organization was massive and when asked what he did, Capone often replied "I am just a businessman, giving the people what they want".

In 1933, at the age of 20 years old, Norman was alive when Frances Perkins became the first woman to hold a cabinet-level position, appointed by President Roosevelt to serve as Secretary of Labor. She told him that her priorities would be a 40-hour work week, a minimum wage, unemployment compensation, worker’s compensation, abolition of child labor, direct federal aid to the states for unemployment relief, Social Security, a revitalized federal employment service, and universal health insurance. President Roosevelt approved of all of them and most them were implemented during his terms as President. She served until his death in 1945.

In 1956, by the time he was 43 years old, on May 20th, the U.S. tested the first hydrogen bomb dropped from a plane over Bikini Atoll. Previously, hydrogen bombs had only been tested on the ground. The Atomic Age moved forward.

In 1961, he was 48 years old when on January 20th, John F. Kennedy became the 35th President of the United States. He had previously been a U.S. Senator and a Congressman, both from the state of Massachusetts, as well as a Naval lieutenant in World War II.
