In 1913, in the year that Phillip M Ott was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1924, by the time he was only 11 years old, on January 21st, Vladimir Lenin, a leader of the Russian Revolution and the first leader of the Soviet Union died. He had survived two assassination attempts but had subsequent physical problems, suffering 3 strokes. He was in such great pain, it is said that he asked Stalin to poison him. The circumstances of his death are still disputed. He did oppose Stalin as the next leader - nonetheless, Stalin won a power struggle and ruled as a Soviet dictator until his death in 1953.

In 1939, at the age of 26 years old, Phillip was alive when in May, Disney's Snow White and the Seven Dwarfs, the first full-length animated film, reached a total international gross of $6.5 million which made it (to then) the most successful sound film of all time. First released in December 1937, it was originally dubbed "Disney's Folly" but the premiere received a standing ovation from the audience. At the 11th Academy Awards in February 1939, Walt Disney won an Academy Honorary Award - a full-size Oscar statuette and seven miniature ones - for Snow White.

In 1955, Phillip was 42 years old when in January, President Eisenhower sent direct aid to South Vietnam. In February, U.S. advisors were sent to train troops.

In 1998, by the time he was 85 years old, on December 19th, the movie Titanic - based on the 1912 sinking of the ship and starring Leonardo DiCaprio and Kate Winslet - was released. Winning 11 Oscars, it was the first film to gross over a billion dollars and eventually grossed over $2 billion.
