    Rupert is the son of Ella May and Eric Atkins. Eric Atkinson was a farmer and a company director. Eric Atkinson and his wife Ella May (maiden name Bainbridge) were married on 29 June 1945. Eric and Ella May became well known because of the celebrity status of their world-famous son Rowan Atkinson (comedian and actor best known as "Mr. Bean"). Rupert's brothers are Paul, Rodney and Rowan. Rowan is the youngest. Paul died as an infant. Rodney, born in 1948 and the eldest of the brothers, is a British academic, politician and economist. All the siblings of Rowan Atkinson are well to do in their respective careers. Rodney, Rowan and their older brother Rupert were brought up in Consett, UK

In 1950, in the year that Rupert Atkinson was born, in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
