1913 - In the year that Severo Milian was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

1946 - By the time he was 33 years old, pediatrician Dr. Benjamin Spock's book "The Common Sense Book of Baby and Child Care" was published. It sold half a million copies in the first six months. Aside from the Bible, it became the best selling book of the 20th century. A generation of Baby Boomers were raised by the advice of Dr. Spock.

1952 - At the age of 39 years old, Severo was alive when on February 6th, George VI of England died from a coronary thrombosis and complications due to lung cancer. His eldest daughter, age 25, immediately ascended the throne as Elizabeth II and her coronation was on June 2 1953.

1955 - He was 42 years old when in January, President Eisenhower sent direct aid to South Vietnam. In February, U.S. advisors were sent to train troops.

1998 - In the year of Severo Milian's passing, on December 19th, the movie Titanic - based on the 1912 sinking of the ship and starring Leonardo DiCaprio and Kate Winslet - was released. Winning 11 Oscars, it was the first film to gross over a billion dollars and eventually grossed over $2 billion.
