His parents were Julius and Elsie Siar Setzer. Elsie died of cancer around 1920 in Bradford, PA. Walter was sent to be raised by Elsie's sister, Minnie, and her husband, Milo Marvin, in Hammondsport, NY.

Walter was US Army veteran. He served during World War II in the 357 Fighter Group in England and up to 1950, when his son Walter II, was born. Prior to his discharge, he had been stationed in postwar Tokyo with Army counter intelligence. When he was discharged, he had the rank of staff sergeant.

Walter was married to Reba Jo Williams Setzer. He had one stepdaughter, Linda Jacobs, and five children of his own. Walter II, Michael, Nancy, Sally and Christina.
