Florida Governor. He entered politics in 1889, being elected Sheriff of Duval County, serving until 1896. He was a member of the Florida House of Representatives, in 1900, and a member of the Florida Board of Health, (1900 to 1904). He was elected as a Democrat the 19th Governor of Florida, serving from 1905 until 1909. During his tenure, the development of the Everglades had started, the Choctawhatchee National Forest was founded and the University of Florida, the Florida Agricultural and Mechanical College for Negroes and the Florida State College for Women were incorporated. After leaving office, he was elected to the U.S. Senate, but passed away at age 53 before taking his seat. Broward County Florida, is named in his honor.
