Yes. Clarance is Clarance Poulin. The Charles Poulin in this pic is the son of Clarance and he died in the 1930 Ohio State Penitentary Fire. On the front page of the April 22, 1930 Toledo Blade, the "Easter Sunday" fire of Apr. 21, 1930 was reported. Of the 317 inmates who perished, 25 were from Toledo. Charles "Chuck" Poulin was one of these. He was sentenced for partipating in the robbery of a Bradner, Ohio Bank. Well known in the Toledo under world, he attracted widespread notice when he and his partner, Harry Ross were kidnaped, presumably by racketeers.
