    Albert Lawrence Meggers was born on June 8th, 1901 in Galva, Iowa to Hans G. Frederick "Fred" Meggers (1865 - 1945) and Laura Matilda "Taunt" Venzke (1868 - 1951) and he had nine siblings, including Clarence, Emma, Carl, Alfreda, William, Ruth, Laura "Lolly" and Marvin. Albert Meggers first married Dorothy Read Gunder on February 25th, 1931 in Florida and they divorced in 1934 in Florida. Albert then married Raquel Del Pino (1915 - 1994) and they had a son, Albert III.

In 1916, at the age of just 15 years old, Albert was alive when in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
