In 1935, in the year that Albert Moodie Bonneau was born, the BOI's name (the Bureau of Investigation) was changed to the FBI (Federal Bureau of Investigation) and it officially became a separate agency with the Department of Justice. J. Edgar Hoover, the Chief of the BOI, continued in his office and became the first Director of the FBI. The FBI's responsibility is to "detect and prosecute crimes against the United States".

In 1947, he was merely 12 years old when in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
