In 1886, in the year that Alerino Mattea was born, on June 13th, the "Great Vancouver Fire" destroyed most of Vancouver, British Columbia. A small brush fire got out of control and spread to the rest of the city. Dozens of people died and it was only after the fire that money was raised for a fire hall. The local Squamish tribe rescued people who had jumped into bodies of water to escape the conflagration.

In 1910, when this person was 24 years old, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.
