Carl H. Reeves, Los Angeles
Colonel Carl H. Reeves inspecting the strength of wooden manhole covers in Los Angeles CA. Alfred Jones, county surveyor, is showing Carl Reeves the manhole covers. Treated to resist termites and decay, each wooden cover saved 500 pounds of metal. They were manufactured without the use of extensive fabricating equipment. A War Production Board (WPB) order prohibited the use of iron and steel for manhole covers (during WW Two)
