In 1905, in the year that Allan Reginald Larsen was born, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. In 1916, when he was just 11 years old, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.
