In 1916, in the year that Allen R Manning was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". The resources managed by the National Park Service have often been referred to as the "crown jewels" of the United States.

In 1935, by the time he was 19 years old, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1946, he was 30 years old when on July 4th, the Philippines gained independence from the United States. In 1964, Independence Day in the Philippines was moved from July 4th to June 12th at the insistence of nationalists and historians.

In 1965, he was 49 years old when the television show "I Spy" premiered in the fall season on NBC. The stars were Bill Cosby and Robert Culp, making Cosby the first African American to headline a television show. Four stations - in Georgia, Florida, and Alabama - refused to air the show.

In 1991, in the year of Allen R Manning's passing, on December 25th, the Soviet Union flag was lowered and replaced by the Russian tricolor flag. It was the end of the Soviet Union. Mikhail Gorbachev resigned as President of the Soviet Union and Boris Yeltsin became President of the Russian Republic.
