In 1868, in the year that Alsere Ranf was born, on May 30th, Memorial Day was observed as a day to decorate the graves of Union soldiers with flowers. General John A. Logan, of the Grand Army of the Republic, had declared the 30th "Decoration Day".

In 1875, at the age of just 7 years old, Alsere was alive when on March 1st, Congress passed the Civil Rights Act. The Act prohibited racial discrimination in both public accommodations and jury duty. Opposed by the public, the "public accommodations" sections of the Act were overturned by the Supreme Court eight years later.
