In 1920, in the year that Andrew Jeffries was born, the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.

In 1950, by the time he was 30 years old, in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
