Andrew Mark Langella was born on July 16, 1935 in Bayonne, Hudson County, New Jersey United States to Francis Anthony Langella Sr. and Angelina (Barbato) Langella, and had siblings Francis Anthony Langella Jr. and RoseMarie Theresa Langella. He married Barbara June Langella on June 13, 1959 in South Orange Village, Essex County and they later divorced in 1972 in South Orange Village. He also married Dolores Elaine Langella in 1973 in East Orange, Essex County, and they were married until Andrew's death on August 8, 2017 in Blairstown, Warren County. They had children Michael Louis Langella and Tara Lynn Langella.

The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children".
