In 1916, in the year that Ann Hess was born, in June, the U.S. Congress authorized a plan to expand the armed forces over the next five years. Called the National Defense Act of 1916, the national law expanded the National Guard and Army (the Army added an aviation unit), created the Reserves, and gave the President expanded authority to federalize the National Guard. It also allowed the government to stockpile, in advance, materiel to be used in wartime.

In 1958, on January 31st, Explorer I, the United States' answer to Sputnik I (and 2,) was launched. America had entered the Space Race. The first spacecraft to detect the Van Allen radiation belt, it remained in orbit until 1970.

In 1961, on May 5th, Navy Cmdr. Alan B. Shepard, Jr., made the first manned Project Mercury flight, MR-3, in a spacecraft he named Freedom 7. He was the second man to go into space, the first was Yuri Gagarin - a Soviet cosmonaut.

In 1977, on January 21st, President Carter pardoned "draft dodgers" - men who avoided the draft during the Vietnam War. He fulfilled a campaign promise with the pardon. But it only applied to civilian evaders - the estimated 500,000 to 1 million active-duty personnel who went AWOL were not included.

In 1995, on May 19th, the deadliest terrorist attack on American soil - before 9/11 - took place in Oklahoma City. A truck bomb went off outside the Alfred P. Murrah Federal Building in downtown - killing 68 people, injuring more than 680 others, and destroying one-third of the building. The most disturbing images were of children - a daycare center was hit by the bomb. The deadliest incident of domestic terrorism ever, Timothy McVeigh, Terry Nichols, and Michael Fortier were convicted of the bombing.
