In 1881, in the year that Arthur Barber was born, on March 4th, James A. Garfield became the 20th President of the United States. On July 2nd, he was shot by Charles Guiteau, a lawyer, in Washington, D.C. The wound became infected and Garfield died on September 19. Vice President Chester A. Arthur immediately became the 21st President.

In 1906, at the age of 25 years old, Arthur was alive when President Theodore Roosevelt received the Nobel Prize for Peace. The award was considered controversial at the time because many thought that he was an imperialist. But he had brokered peace between Russia and Japan a year previous and had allowed a dispute between Mexico and the U.S. to go to arbitration, resolving the issue peacefully rather than resorting to military conflict. For these two reasons, the Nobel Prize committee chose him for the Peace Prize.
