In 1914, in the year that Arthur C Behnke was born, in June, Archduke Franz Ferdinand of Austria was assassinated by a Yugoslavian national. Austria-Hungary delivered an ultimatum to Serbia. Other major powers took sides - and World War I began: Austria declared war on Serbia; Germany on Russia and France; Britain on Germany . . . and on it went until most of the world was embroiled in the war.

In 1940, he was 26 years old when on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.
