In 1918, in the year that Arthur E Gingrich was born, in July, Russian revolutionaries executed the former Tzar Nicholas II and his immediate family. While it was rumored that two of the children had survived, it was later proven through DNA analysis - when their bodies were found - that the entire family had been killed.

In 1921, by the time he was just 3 years old, in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1949, when he was 31 years old, comedian Milton Berle hosted the first telethon show. It raised $1,100,000 for cancer research and lasted 16 hours. The next day, newspapers, in writing about the event, first used the word "telethon."

In 1971, Arthur was 53 years old when in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1997, Arthur was 79 years old when on July 1st, Hong Kong was returned to China. In 1898, Great Britain was awarded Hong Kong for 99 years. In a subsequent agreement, China agreed to allow Hong Kong to remain capitalist. So the handing over of the area ended British rule but did not change the economic system of Hong Kong.
