In 1890, in the year that Arthur Howe was born, on July 3rd, Idaho became the 43rd state in the United States. On July 10th, Wyoming became the 44th state.

In 1921, he was 31 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.

In 1931, he was 41 years old when in March, “The Star Spangled Banner” officially became the national anthem by congressional resolution. Other songs had previously been used - among them, "My Country, 'Tis of Thee", "God Bless America", and "America the Beautiful". There was fierce debate about making "The Star Spangled Banner" the national anthem - Southerners and veterans organizations supported it, pacifists and educators opposed it.

In 1961, he was 71 years old when on May 5th, Navy Cmdr. Alan B. Shepard, Jr., made the first manned Project Mercury flight, MR-3, in a spacecraft he named Freedom 7. He was the second man to go into space, the first was Yuri Gagarin - a Soviet cosmonaut.

In 1974, in the year of Arthur Howe's passing, on July 30th, the House Judiciary Committee adopted three articles of impeachment against President Nixon. He was charged with obstruction of justice, failure to uphold laws, and the refusal to produce material subpoenaed by the committee. In order to avoid impeachment, Richard M. Nixon announced that he would resign on August 8th, the first President to do so.
