In 1911, in the year that Arthur Theodore Kohler was born, the first use of aircraft as an offensive weapon occurred in the Turkish-Italian War. First used for aerial reconnaissance alone, planes were then used in aerial combat to shoot down recon planes. In World War I, planes and zeppelins evolved for use in bombing.

In 1923, Arthur was only 12 years old when the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".
