In 1862, in the year that Augusta Isabelle Offutt was born, British citizen Anna Leonowens, a widow, accepted a job in Siam (now Thailand) to teach the children and wives of the King of Siam - he had 39 wives and concubines and 82 children. Taking her son with her and sending her daughter to England for schooling, she taught in Siam for 6 years - until the King died.

In 1887, Augusta was 25 years old when on January 20th, the US Senate gave the US Navy the right to lease Pearl Harbor as a naval base. Pearl Harbor is on the island of Oahu, a part of the Hawaiian Islands. The Navy was given direction to maintain "a coaling and repair station" at the harbor.
