In 1916, in the year that Austin A Whealy was born, the U.S. National Park Service - part of the Department of the Interior - was created by an act of Congress in August. The Park Service was charged with the dual role of "preserving the ecological and historical integrity of the places entrusted to its management while also making them available and accessible for public use and enjoyment". In 1920, at the age of just 4 years old, Austin was alive when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
