In 1913, in the year that Aylene Buchanan was born, the Philippine–American War ended for good in June. While the official end of the war was in 1902, fighting continued for several years. An estimated 200,000 to 250,000 total Filipino civilians died and although the U.S. viewed its role as a colonial presence as one of preparing the Philippines for independence, American colonization drastically changed the character off the culture. The Catholic Church was no longer the state religion and English became the primary language of the government.

In 1921, at the age of just 8 years old, Aylene was alive when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
