Benita Cepeda Garza was born on April 14th, 1918 in Reynosa, Mexico to Amado Cepeda and Benita Marroquin. Although official records say that Benita was born in Mexico, she later stated in Federal censuses that she was born in Texas. On September 12th, 1942, Benita arrived in the state of Texas, United Sates from Mexico with her husband, Moisee Garsa. She was listed on the border crossing form as a "legal resident with card valid for border crossing". On the border crossing form, she was described as being 5 feet 9 inches tall, with a fair complexion, light brown hair, brown eyes, and pierced ears. She was to reside in the United States permanently.

The only leader of the Allies to present such a plan, the Europeans thought Wilson was being too idealistic. The points included free trade, open agreements, democracy and self-determination. They were based on the research and suggestions of 150 advisors.
