In 1914, in the year that Bert E Rutkowski was born, President Woodrow Wilson signed a proclamation designating Mother's Day, the second Sunday in May, as a national holiday to honor mothers. Anna Jarvis had championed a Mother's Day for years but Congress had joked a few years earlier that then they would have to proclaim a "Mother-in-law's Day" as well. The President who championed a woman's right to vote also created a day in their honor.

In 1920, he was only 6 years old when the 19th Amendment, granting women the right to vote, passed both Houses of Congress and was sent to the States to ratify. In August, Tennessee became the 36th state to ratify the Amendment and it became law eight days later. Mississippi ratified it in 1984.

In 1935, at the age of 21 years old, Bert was alive when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1977, he was 63 years old when on January 20th, Jimmy Carter became the 39th President of the United States. Running against incumbent Gerald Ford, he won 50.1% of the popular vote to Ford's 48.0%. He was elected to only one term.

In 1993, in the year of Bert E Rutkowski's passing, on January 20th, William J. Clinton became the 42nd President of the United States. He beat incumbent George H.W. Bush who was seeking his second term. Clinton won 43.01% of the popular vote to Bush's 37.45%. An independent candidate, Ross Perot, won 18.91% - the most votes for an independent candidate since Teddy Roosevelt's run for President in 1912.
