In 1913, in the year that Bertha L Cartwright was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1945, when she was 32 years old, on June 22nd, the Battle of Okinawa ended. A joint Army and Marine campaign, supported by the Navy, the Battle of Okinawa went on for 82 days. The last Japanese resistance on Okinawa was defeated. 4,907 Navy, 4,675 Army, and 2,938 Marine Corps personnel were killed in the battle on the US side. It is estimated that 110,071 on the Japanese side were killed - the estimate includes Okinawan citizens who were pressed into service and includes children. With the win of Okinawa, the United States gained an important base of operations in the Pacific.
