Betty Ann (Weber) Wicklund was born on August 20, 1935 to David Weber and Alelia (Kling) Weber, and has siblings Robert Wayne Weber, Geraldine M (Weber) Jungmeyer, Marjorie Lorene (Weber) Blehm, Harvey Lee Weber, and Richard David Weber. She married W E Wicklund, and they were married until W's death on May 7, 2000. She would also marry Raymond Ero Westman and they later divorced on May 7, 2000. They had children Randall Perrry Westman, David Ray Westman, and Sandra Kay Westman.

In 1935, in the year that Betty Ann (Weber) Wicklund was born, on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
