In 1938, in the year that Bill H Bowman was born, on October 30th, a Sunday, The Mercury Theatre on the Air broadcast Orson Welles' special Halloween show The War of the World's. A clever take on H.G. Wells' novel, the show began with simulated "breaking news" of an invasion by Martians. Because of the realistic nature of the "news," there was a public outcry the next day, calling for regulation by the FCC. Although the current story is that many were fooled and panicked, in reality very few people were fooled. But the show made Orson Welles' career.

In 1945, Bill was just 7 years old when on August 15th, Imperial Japan announced its surrender. On September 2nd, a formal agreement of surrender was signed. Japan and nine other states signed the Japanese Instrument of Surrender in Tokyo Bay, calling for the return of all Allied prisoners of war and subordinating the authority of the emperor and the Japanese government to the Supreme Commander for the Allied Powers. VJ (Victory in Japan) Day was celebrated in the United States on August 14th and 15th. World War II was over.

In 1969, when he was 31 years old, on January 20th, Richard M. Nixon became the 37th President of the United States. Previously the Vice President to President Eisenhower, Nixon was the only President to resign in office - in his second term.

In 1971, by the time he was 33 years old, in March, Congress passed the Twenty-sixth Amendment to the United States Constitution, which lowered the voting age to 18 (from 21). It was a response to the criticism that men could fight at 18, but not vote for the policies and politicians who sent them to war. The states quickly ratified the Amendment and it was signed into law on July 1st by President Richard Nixon.

In 1991, when he was 53 years old, on December 25th, the Soviet Union flag was lowered and replaced by the Russian tricolor flag. It was the end of the Soviet Union. Mikhail Gorbachev resigned as President of the Soviet Union and Boris Yeltsin became President of the Russian Republic.
