In 1904, in the year that Bill Hargraves was born, the United States acquired the Panama Canal Zone. Now an unincorporated territory of the U.S., the Canal Zone had been previously held by the French, who were constructing a canal. The U.S. took over the construction of the Panama Canal and it was finally finished in 1914, when it was opened to commercial shipping. The United States held the Canal Zone until 1979.

In 1913, he was only 9 years old when the Philippine–American War ended for good in June. While the official end of the war was in 1902, fighting continued for several years. An estimated 200,000 to 250,000 total Filipino civilians died and although the U.S. viewed its role as a colonial presence as one of preparing the Philippines for independence, American colonization drastically changed the character off the culture. The Catholic Church was no longer the state religion and English became the primary language of the government.

In 1953, Bill was 49 years old when on July 27th, the Korean Armistice Agreement was signed. The Armistice was to last until "a final peaceful settlement is achieved". No peaceful settlement has ever been agreed upon.

In 1963, by the time he was 59 years old, on November 22nd, Vice President Lyndon B. Johnson became the 36th President of the United States when President John Kennedy was shot and killed in Dallas, Texas. Johnson was sworn in on the plane carrying Kennedy's body back to Washington D.C.

In 1974, in the year of Bill Hargraves's passing, on July 30th, the House Judiciary Committee adopted three articles of impeachment against President Nixon. He was charged with obstruction of justice, failure to uphold laws, and the refusal to produce material subpoenaed by the committee. In order to avoid impeachment, Richard M. Nixon announced that he would resign on August 8th, the first President to do so.
