In 1890, in the year that Blanche C Leblanc was born, on June 1st, the U.S. Census Bureau started tabulating census returns with punch cards. Herman Hollerith's "tabulating machine" used punch cards to more quickly compute census information, taking the time to get census results from 8 years in 1880 to 6 years for the 1890 census. Hollerith's company eventually became IBM.

In 1902, Blanche was only 12 years old when about 150 thousand United Mine Workers went on strike in eastern Pennsylvania for a wage increase and more suitable hours. They eventually got a 10% raise and their workday was reduced from 10 hours to 9. Because winter was coming and most people at the time heated their homes with coal, President Teddy Roosevelt arbitrated between the owners and the workers - the first time that the Federal government arbitrated in a strike.
