In 1913, in the year that Cecil Morse was born, ratified in February the 16th Amendment, establishing a Federal income tax, became law. Previously, customs duties (tariffs) and excise taxes were the primary sources of federal revenue. With the passage of the 16th Amendment, incomes of couples exceeding $4,000, as well as those of single persons earning $3,000 or more, were subject to a 1% Federal tax (that would be about $98,000 and $74,000 now). Rates rose to 7% for incomes over half a million dollars. Less than 1% of the population was subject to income tax.

In 1924, by the time he was merely 11 years old, J. Edgar Hoover, at the age of 29, was appointed the sixth director of the Bureau of Investigation by Calvin Coolidge (which later became the Federal Bureau of Investigation). The Bureau had approximately 650 employees, including 441 Special Agents. A former employee of the Justice Department, Hoover accepted his new position on the proviso that the bureau was to be completely divorced from politics and that the director report only to the attorney general.

In 1943, when he was 30 years old, on March 31st, the Broadway musical Oklahoma! opened. Written by Richard Rodgers and Oscar Hammerstein II (the first of their string of successful collaborations), audiences loved it. The musical ran for 2,212 performances originally and was made into a movie in 1954.

In 1957, Cecil was 44 years old when on September 24th, the "Little Rock Nine" (nine African-American students) entered Little Rock High School. Arkansas Gov. Orval Faubus had previously prevented the students from entering the school at the beginning of the term with the Arkansas National Guard - they blocked the door. President Eisenhower ordered federal troops - the 101st Airborne Division of the United States Army - to guard the students and allow them entry.

In 1972, in the year of Cecil Morse's passing, on November 7th, Richard Nixon won re-election, amidst the dawning knowledge of the Watergate scandal, by 60.7% to anti-war candidate George McGovern's 37.5%.
