In 1889, in the year that Cecil Vaughn was born, on February 22nd, President Cleveland signed a bill allowing North Dakota, South Dakota, Montana and Washington to become states. North and South Dakota became the 39th and 40th states on November 2nd, Montana became the 41st state on November 8th, and Washington became the 42nd state on November 11th.
In 1898, by the time he was only 9 years old, magnate and philanthropist John D. Rockefeller's Standard Oil Company controlled 84% of the oil and pipelines in the United States. Rockefeller grew Standard Oil through the merger of several other small oil companies throughout the U.S., creating a monopoly.
In 1912, Cecil was 23 years old when Arizona was admitted to the United States in February (on Valentine's Day). It became the 48th state in the Union. Previously a Spanish - then Mexican - territory, the U.S. paid $15 million dollars for the area in 1848. Arizona was the last of the contiguous states to be admitted to the United States.
In 1942, when he was 53 years old, on February 19th, President Roosevelt signed Executive Order 9066. This authorized the Secretary of War to "prescribe certain areas as military zones." On March 21st, he signed Public Law 503 which was approved after an hour discussion in the Senate and 30 minutes in the House. The Law provided for enforcement of his Executive Order. This cleared the way for approximately 120,000 men, women, and children of Japanese ancestry to be evicted from the West Coast and to be held in concentration camps and other confinement sites across the country. In Hawaii, a few thousand were detained. German and Italian Americans in the U.S. were also confined.
In 1965, in the year of Cecil Vaughn's passing, from August 11 to 16, riots broke out in Watts, a Black section of Los Angeles. An allegedly drunk African-American driver was stopped by LA police and, after a fight, police brutality was alleged - and the riots began. 34 people died in the rioting and over $40 million in property damage occurred. The National Guard was called in to help the LA police quell rioting.
