In 1883, in the year that Cecilia Tukey was born, on June 16th, children at a children's variety show in Victoria Hall began rushing the stage area and lobby for promised prizes. In the stampede, 183 children of the 1100 present - most of them 3 to 4 years old - were crushed and asphyxiated.

In 1908, at the age of 25 years old, Cecilia was alive when President Theodore Roosevelt held the White House Conservation Conference, which lead to the establishment of the National Conservation Commission. Preparing the first inventory of the United State's natural resources, the commission was divided into four parts: water, forests, lands, and minerals.
