In 1885, in the year that Celia Kolton was born, on June 17th, the Statue of Liberty arrived in New York Harbor. Two hundred thousand people and hundreds of boats greeted the statue. It had to be assembled but that had to wait until the pedestal was completed the following April.

In 1920, at the age of 35 years old, Celia was alive when the Volstead Act became law. Formally called the National Prohibition Act, the Volstead Act enabled law enforcement agencies to carry out the 18th Amendment. It said that "no person shall manufacture, sell, barter, transport, import, export, deliver, or furnish any intoxicating liquor except as authorized by this act" and defined intoxicating liquor as any beverage containing more than 0.5% alcohol by volume.
