In 1929, in the year that Charles A Bernard was born, on March 4th, Herbert Hoover became the 31st President of the United States. Early in his presidency, the October stock market crash - "Black Tuesday" - occurred, which lead to the Great Depression. None of his economic policies were able to make a dent in the Depression. This lead to one term and the election of Democrat Franklin D. Roosevelt winning the 1933 election in a landslide.

In 1935, Charles was just 6 years old when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.

In 1948, Charles was 19 years old when on May 14th, the State of Israel was proclaimed by David Ben-Gurion, who became Israel's first Premier, and the U.S. officially recognized Israel. That evening, Egypt launched an air assault on Israel.

In 1950, at the age of 21 years old, Charles was alive when on June 25th, the Korean War began when North Korean Communist forces crossed the 38th parallel. The Soviet Union and China backed North Korea and the U.N., primarily the United States backed South Korea.

In 1994, he was 65 years old when on May 6th, former political prisoner, lawyer, and activist Nelson Mandela was elected the first black President of South Africa. He was 75 when he was elected and he served one five-year term.
