    His birth name was Charles Guy McQuesten. His biological father was Carroll McQuesten. Most records after his birth list his name as Charles Bradford McQuesten; his mother was a descendant of Gov. William Bradford of Plymouth. His parents divorced and his mother Bertha remarried in 1910 to Henry Prescott. A month after her death in 1920, Henry adopted his adult step-son and made him his heir. he was afterward known as Charles Bradford Prescott. The adoption occurred March 1, 1920 at Middlebury, Vermont.

In 1935, Charles Bradford was 37 years old when on August 14, the Social Security Act was signed into law. The purpose was to "provide federal assistance to those unable to work". The law established the Social Security Administration whose primary focus was to "provide aid for the elderly, the unemployed, and children". The Act survived many Supreme Court challenges and the Administration continues until today.
