Charles was born to John Wilber Serfoss (1879–1961) and Ida Mae Johnson (1886–1945). Both of his parents were Kansas natives, as his father was born in Phillipsburg, Phillips County and his mother was born in Mullinville, Kiowa County.

Charles was born in Prowers County, Colorado. He also lived in Hooker, Texas, Oklahoma before later residing in San Jacinto, Riverside, California, where he lived until his passing in 1987.

Charles Harvey Serfoss registered for the military draft on October 16, 1940, at the age of 25. With military serial number 38020155, he enlisted in the United States Army on March 13, 1941, in Oklahoma City, Oklahoma. He joined the Branch Immaterial Warrant Officers, USA, and was assigned the rank of Private. Charles was a part of the Selectees (Enlisted Men) component of the army and his enlistment was sourced from Civil Life. Charles Harvey Serfoss served in the military for four years and seven months. He was honorably discharged from service on October 25, 1945, after the end of World War II.
