    Charles Paul Palmaccio was born on November 16, 1919 in New York, New York, USA to parents Luigi "Louis" Palmaccio (1893-1938) and Rose Scutari (1899-1989). He grew up in New York, Queens, New York, United States with siblings Louise Palmaccio (1922-2010) and George J Palmaccio (1927-2999). He registered for the military draft on July 1, 1941, in Kings, New York, when he was 21 years old. At the time of registration, he was employed by American Manufacturing Co. On May 19, 1942, Palmaccio enlisted in the military at Ft. Jay Governors Island in New York. He joined the Branch Immaterial - Warrant Officers, USA as a Private Selectee (Enlisted Men). Charles's military service began on March 6, 1951, and lasted until November 1, 1967. He served in the US Army during World War II and achieved the rank of GL2. After his time in the military, he was married Ida Fasano (1933-1971) and together the couple had a daughter.
