Charles Victor Sultana was born on October 18th, 1894, in Paola, Malta to Peter Sultana and Marianne Sultana. When Charles was born, Malta was a part of the British empire, only becoming its own republic in 1964. He then relocated to New Castle, England, before immigrating to the United States, specifically New York, New York, aboard the ship Oscada on April 10th, 1921. Charles married twice during his lifetime. His first marriage, at age 33, was to Ada Sarah Jenkins (1892 - 1938) on February 28th, 1927, who was 35, in Manhattan, New York. Following Ada's passing, Charles, age 46, remarried, to Marie G. Cerrato on June 10th, 1940. Their marriage was confirmed at the time Charles registered for the World War II draft in 1942.

Charles was born in Malta to parents Peter and Marianne Sultana who were also born in Malta. From 1814 to 1964, the island of Malta was a Crown Colony of the United Kingdom, making Charles and his parents subjects of the United Kingdom. In 1964, Malta was granted independence and became a republic.

Charles Sultana, originally from Malta, relocated to New Castle, England, before eventually settling in New York City, where he applied for Unite States naturalization while residing at 526 West 130th Street. His naturalization certificate was granted on December 18, 1933. Later in life, Charles moved to Dade County, Florida, where he passed away at the age of 90, almost a century after he born and far from his native land of Malta.

When Charles entered the United States, emigrating from the United Kingdom to New York, New York, he said that his profession was "longshoreman". By the time he was 47, on April 25th, 1942, Charles was working at Bay Ridge Operating Company in Whitehall, New York City, New York. He was a longshoreman on Pier 95. By the year 1950, eight years later, when Charles was 54 years old, he was still working as a longshoreman on the piers in New York, New York.

He was 5 feet 9 inches tall at the time and weighed 206 pounds. He married twice. His initial marriage was to Ada Sarah Jenkins (1892 - 1938) on February 28, 1927, in Manhattan, New York. After Ada's death, Charles married Marie Girda Cerrato on June 10, 1940 in Manhattan, New York. Their marriage was documented when Charles registered for the World War II draft in 1942. Charles and Marie had two sons who were born in New York, New York: Charles, who was born about 1941, and his younger brother Constantine, who was born about 1943.
