    Charles was Caucasian. Both his mother and his father were born in Arkansas; his mother was born at Tucks Chapel in Benton County and his father near War Eagle in Madison County, AR. His mother was Irish (Laura Blanche Casey, youngest daughter of Sarah Talitha Garrett and Alfred Simeon Casey) and his father (Charles Norman Garriott, oldest son of Hugh Armstrong Garriott, Sr. and Malinda Jane Gilbert) was of German lineage with a French surname from several generations back. Hugh Armstrong Garriott moved to Northwest Arkansas as a young child from Indiana with his mother after his father, John Vaughn Garriott passed away. She was born in Germany and married John Vaughn Garriott after his first wife had passed away. His maternal grandfather, Alfred Simeon Casey moved to Northwest Arkansas as a young man from Southern Illinois.

    Charles was born in Healing Springs, Arkansas in 1926. He moved with his family to the Rio Grande Valley of Texas in the early 1930s where they lived for a few years before moving to Hughson, CA. After living there for a few years, his family moved back to the Rio Grande Valley towards the end of 1941, settling in Hargill, Texas, a farming community. He attended the lower grades of school in Hargill prior to attending Junior High and Senior High School in Edinburg, Texas.

    Charles lived in Hargill, Texas and attended Junior High and Senior High School in Edinburg, Texas. He was Captain of the Bobcat Football Team at Edinburg Senior High School before he was drafted and went into the U. S. Navy during his senior year at school. After the end of World War II he was discharged from the Navy and returned home to Hargill, Texas. He attended Pan American College in Edinburg, TX prior moving to California.
