In 1898, in the year that Clair Carpenter was born, on February 15th, the USS Maine exploded and sank in Havana harbor. The reason for the explosion has never been found, but it killed 266 men. "Remember the Maine" became a rallying cry and precipitated the United States' declaration of war on Spain two months later - the beginning of the Spanish-American War. On December 10th, the war ended with the signing of the Treaty of Paris. The Treaty gave the U.S. Puerto Rico, the Philippines, Guam - for $20 million - and, temporarily, Cuba.

In 1921, at the age of 23 years old, Clair was alive when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
