In 1906, in the year that Clara Hartmann was born, author Upton Sinclair exposed the public-health threat of the meat-packing industry in his book The Jungle. While his intent was to show the lives of exploited lives of immigrants in Chicago and other industrialized cities, most people were horrified by how the meat that ended up on their tables was handled. There was such an outcry that legislation was passed to regulate meat packing. Sinclair said " "I aimed at the public's heart, and by accident I hit it in the stomach."

In 1921, Clara was only 15 years old when in May, the Emergency Quota Act - or Emergency Immigration Act - was passed. The law restricted the number of immigrants to 357,000 per year. It also established an immigration quota in which only 3 per cent of the total population of any ethnic group already in the USA in 1910, could be admitted to America after 1921. Although the Act was supposed to be temporary, it stayed in effect until 1965.
