1940 - In the year that Clarence Phillips was born, on September 16th, the Selective Training and Service Act of 1940, was enacted - the first peacetime draft in U.S. history. Men between 21 and 36 were required to register with their draft boards. When World War II began, men between 18 and 45 were subject to service and men up to 65 were required to register.

1941 - By the time he was just 1 year old, in his State of the Union address on January 6th, President Roosevelt detailed the "four freedoms" that everyone in the world should have: Freedom of speech, Freedom of worship, Freedom from want, and Freedom from fear. In the same speech, he outlined the benefits of democracy which he said were economic opportunity, employment, social security, and the promise of "adequate health care".

1952 - He was just 12 years old when on July 2, Dr. Jonas E. Salk tested the first dead-virus polio vaccine on 43 children. The worst epidemic of polio had broken out that year - in the U.S. there were 58,000 cases reported. Of these, 3,145 people had died and 21,269 were left with mild to disabling paralysis.

1959 - By the time he was 19 years old, on August 8th, Hawaii became the 50th state of the United States. The US flag was changed to show 50 stars.

1969 - In the year of Clarence Phillips's passing, on July 20th, the first men walked on the moon. Apollo 11 astronauts Neil A. Armstrong and Edwin E. Aldrin Jr. both walked on the moon but it was Armstrong who first stepped on the moon. They fulfilled the promise of President Kennedy's commitment in 1961 to put a man on the moon before the end of the decade.
