In 1906, in the year that Clay D Smalley was born, abolitionist and suffragette leader Susan B. Anthony died, before women's right to vote nationally was realized (in 1920). She, along with Elizabeth Cady Stanton, founded the National American Woman Suffrage Association which later became the League of Women Voters. She died at the age of 86 of heart failure and pneumonia in her home in New York.

In 1950, he was 44 years old when in February, Joe McCarthy gave a speech alleging that he had a list of "members of the Communist Party and members of a spy ring" who worked in the State Department. He went on to chair a committee that investigated not only the State Department but also the administration of President Harry S. Truman, the Voice of America, and the U.S. Army for communist spies - until he was condemned by the U.S. Senate in 1954.
