In 1905, in the year that Clem J Weber was born, the Niagara Falls conference was held in Fort Erie, Ontario. Led by W.E.B. Du Bois and William Monroe Trotter, a group of African-American men met in opposition to racial segregation and disenfranchisement. Booker T. Washington had been calling for policies of accommodation and conciliation and these two men, along with the others who attended the conference, felt that this was accomplishing nothing. The group was the precursor to the NAACP.

In 1942, Clem was 37 years old when due to World War II, automobile production in the United States was stopped on February 1st. A tire rationing program had begun the month before. Detroit - the main hub of car manufacturing - was ordered to free up assembly lines for military production. The president of the Automobile Manufacturers Association said “The automotive industry is in this war all the way". Some dealerships had to close and others expanded their repair shops. The used car market boomed (as did a black market in used cars).
