In 1910, in the year that Clemente Colon was born, the Mann Act, also called the White-Slave Traffic Act, was signed into law. Its purpose was to make it a felony to engage in interstate or foreign commerce transport of "any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose". But the language was so broad that it was also applied to consensual sex between adults when wished.

In 1951, Clemente was 41 years old when on April 5th, Julius and Ethel Rosenberg (husband and wife) were sentenced to death for treason. They were executed on June 19th. American citizens, they were convicted of spying for the Soviet Union. Their two young sons were adopted by a high school teacher and his wife.
