Cletus Doolittle of Forest City, Susquehanna County, Pennsylvania was born on March 9, 1903. He was married to Thelma Rynerson, and had children Cletus Doolittle Jr, Bernadette Slick, William Joseph Doolittle, Thelma Wright, Julia Tomazin, Arthur Doolittle, James Franklin Doolittle, and Delores Carra. Cletus Doolittle died at age 64 years old in February 1968.

In 1903, in the year that Cletus Doolittle was born, the United States Department of Commerce and Labor was created by President Theodore Roosevelt to control the excesses of big business. Renamed the Department of Commerce 10 years later, many departments concerned with workers were transferred to the Department of Labor at that time. Another spin-off, the Bureau of Corporations, became the Federal Trade Commission.

In 1910, by the time he was only 7 years old, Halley's comet, which returns past the earth every 75 - 76 years was observed photographically for the first time. Two fortuitous events occurred - photography had been invented since the last time the comet had passed and the comet was relatively close. There was panic because one astronomer claimed that the gas from its tail "would impregnate the atmosphere and possibly snuff out all life on the planet." People bought gas masks, "anti-comet pills" and "anti-comet umbrellas".
